From a young age, Clover decided he wanted a career in law enforcment. It began when he was watching a TV show about cops and detectives and became inspired by the kind of power they wielded. Symbolized by the fact that they could legally carry guns and were meant to protect those who couldn't, it was incredibly attractive and liberating.
Clover is a college graduate. His major was probably something basic and generic, and the extraneous courses he took were all over the map in terms of focus and interest. Part of why he's so poor is because he has so many student loan bills to pay; another part is that his parents, who were never pleased with him becoming a cop, much less a 'private investigator,' in the first place, refuse to help him out in any way.
CLOVER DETECTIVE AGENCY. His small office is located in the city, where he eats and sleeps and spends most of his days. But he often complains that business is slow, due to the low level of crime, and has had to take up minor cases in order to get some revenue. Because his foundation is in Japan, Clover has contacts all over the country and specifically Tokyo, within the police the mortuary and NPA.
Although he belongs to the Sohma family tree, he sits outside the inner-circle and for all his life has had no idea of the hidden mystery that surrounds those within it.
